Cascades Fine Papers penalized $125K for effluent release from Levis mill
QUEBEC CI TY, QUE-Cascades Fine Papers Group, operator of the Breakey Fibres Division mill in Levis, was recently levied a penalty of $125,000 after pleading guilty to three charges under the federal Fisheries Act. The company was charged with depositing a deleterious substance (i.e. final effluent from the water treatment system) into the Chaudière River in December 2003, January and February 2004, and again in February 2005, in violation of subsection 36(3) of the Fisheries Act. The Court of Quebec ordered Cascades Fine Papers to pay a $45,000 fine plus $80,000 to the Environmental Damages Fund, administered by Environment Canada. The judge based the decision on a submission submitted jointly by the prosecution and the defence. The payment to the fund will be used to promote restoration projects, with local community and ecology groups affordede an opportunity to submit project proposals for the funds.
