Participants sought for review of requirements for Qualified Persons conducting RSCs
TORONTO, ONT-The Ontario Ministry of Environment (MOE) has commissioned the RMI Group consulting firm to conduct a review of the existing regulatory requirements governing Qualified Persons who file Records of Site Condition (RSCs) for brownfield sites. The provincial Environmental Protection Act requires that Qualified Persons take responsibility for filing RSCs and has set out temporary regulatory requirements for Qualified Persons. These requirements are scheduled to sunset on October 1, 2006. The MOE review is in preparation for the expiry and involves a survey of environmental site assessment and risk assessment professionals. Its main purpose is to characterize this field of practitioners to obtain much-needed information on their numbers and distribution throughout Ontario, their qualifications, and the volume and specific type of work they are conducting. Results from the survey will help the Ministry carry out an objective review of the current requirements for Qualified Persons. Practitioners who supervise or have responsibility for Phase I or Phase II Environmental Site Assessments or risk assessments are invited to participate in the survey.
