Township penalized for failing to comply with STP permit terms
SARNIA, ONT-The township of St Clair was fined $4,500 after pleading guilty to a charge under the Ontario Water Resources Act (OWRA) relating to non-compliance issues at the Corunna sewage treatment plant (STP). The township-owned facility, which discharges to the St Clair River, holds a Certificate of Approval (C of A) issued by the Ministry of Environment (MOE). In July 2004, a routine inspection of the plant revealed several non-compliance issues. Further investigation by the MOE's investigation and enforcement branch confirmed that the township had failed to notify the treatment plant operator of an amended C of A and had failed to take all reasonable steps to ensure that the operator complied with the conditions as required. The township was charged with failing to comply with its C of A for the STP, contrary to section 107(3) of the OWRA. A victim fine surcharge was levied in addition to the $4,500 fine.
