Contractor fined $45K for illegal transport of asbestos waste
SARNIA, ONT-A Sarnia demolition contractor was fined $45,000 for operating a waste management system without approval from the Ontario Ministry of Environment (MOE). In the fall of 2002, Obele Mast was awarded a demolition contract requiring removal and proper disposal of asbestos waste, in accordance with regulation 347 under the Environmental Protection Act. Mast bagged some of the asbestos waste, removed from a senior citizens' long-term care facility, and transported it to asbestos waste bins owned by a company in London, Ontario but did not notify the company. In July 2003, Ministry of Environment investigators, following up on a report that some of the asbestos waste from the senior citizens' home had not been handled in accordance with the regulation, confirmed that a quantity of the waste had been transported without a permit for a waste management system. Mast was charged, and subsequently convicted on a charge under section 27(1) of the EP Act. A victim fine surcharge was levied in addition to the $45,000 penalty.
