Natural Resources plans update of policy, procedures manual for Aggregate Resources Act
TORONTO, ONT-Ontario's Ministry of Natural Resources (MNR) is accepting comments until July 30, 2005 on a draft update of its policies and procedures manual for administration of the Aggregate Resources Act (ARA). The manual is designed to assist MNR staff who are directly involved in implementing and enforcing the ARA, as well as Ontario regulation 244/97 (as amended) and the Aggregate Resources of Ontario provincial standards (adopted by regulation). The revised edition of the manual would ensure a consistent approach to interpreting and administering the ARA and the provincial standards, both on Crown land and private land designated under the legislation. It would also provide a transparent process for the aggregate industry, stakeholders, municipalities and consultants in all aspects of the legislation. The updated manual, over 800 pages long, contains approximately 180 policies and procedures dealing with matters such as administration, application process, amendments, transfers, auditing and inspections, enforcement, and financial and general information.
