Conestoga-Rovers fined $25K for OWRA violation

GUELPH, ONT-Conestoga-Rovers and Associates was fined $25,000 and levied a victim fine surcharge after pleading guilty last week to a charge under the Ontario Water Resources Act (OWRA). The consulting firm was retained to operate, maintain and monitor the performance of a groundwater pumping and treatment system, operated under the authority of an industrial sewage certificate of approval (C of A) issued by the Ministry of Environment (MOE). An MOE inspection and investigation revealed that effluent from the treatment system exceeded the C of A limit for trichloroethylene (TCE) on several occasions. The company was charged with failing to comply with a term or condition of a C of A, contrary to Section 107(3) of the OWRA.
