York Region fined $15K for sewage discharge

RICHMOND HILL, ONT-The Regional Municipality of York was fined $15,000 and levied a victim fine surcharge after pleading guilty to a charge laid under the Ontario Water Resources Act (OWRA). Between May 25 and May 28, 2001 there was a discharge of sewage from the Wood River Bend sewage pumping station, a municipally-owned unattended facility in the town of Sutton which pumps sewage from several nearby subdivisions to the Sutton sewage treatment plant. The discharge was released to a watercourse leading to the Black River. Once aware of the discharge, the municipality immediately notified the Ministry of the Environment (MOE) and conducted a cleanup. Nevertheless, the municipality was charged with violating section 107 of the OWRA by causing or permitting the discharge of sewage into a watercourse leading to the Black River which may have impaired the quality of the waters, contrary to Section 30(1) of the act, as amended. The municipality was given 30 days to pay the penalty.
