Furnace oil spill leads to $25K in fines

LINDSAY, ONT-Sid Stamp Fuels, in Minden, Ont, was fined $24,000 and David Farrell, a truck driver employed by the company, was fined $1,000, plus victim fine surcharges, in connection with a furnace oil spill. In November 2001, Farrell delivered a shipment of furnace oil to a property on Moore Lake. In filling the fuel tank, which was located in the basement of a building, Farrell overfilled the tank by pumping 1,400 litres of oil into a 900-litre tank. This caused oil to spill onto the basement floor and into a floor drain, which ultimately discharged into Moore Lake. The oil discharge caused widespread contamination to the lake as well as to the property involved. The cleanup took 14 months. Both the company and Farrell pleaded guilty to a charge of causing or permitting the discharge of furnace oil into Moore Lake, contrary to Section 30(1) of the Ontario Water Resources Act (OWRA).
