Leachate discharge leads to $10K fine for Cascades Fine Papers
THUNDER BAY, ONT-Cascades Fine Papers Group was fined $10,000 and levied a victim fine surcharge after pleading guilty to a charge under the Ontario Water Resources Act (OWRA). In January 2003, spontaneous combustion caused a pile of bark waste, generated by a stone ground wood mill at the company's Thunder Bay pulp mill, to catch fire. The fire was suppressed with water, but continued to flare up occasionally. During a subsequent flare-up in February 2003, the company again suppressed the fire with water. However, this produced a black liquid leachate which flowed from the storage site on the company's property into a drainage ditch and onto the ice of nearby Lake Superior. Cascades was charged with permitting the discharge of liquid leachate that may impair the quality of any waters, contrary to Section 30(1) of the OWRA.
