Ont Clean Water Agency pleads guilty to failing to comply with C of A
GUELPH, ONT-The Ontario Clean Water Agency (OCWA) was fined a total of $50,000 and levied a 25% victim fine surcharge after pleading guilty to two charges of failing to comply with a condition of its certificate of approval. A Ministry of Environment inspection conducted October 16, 2001 at the sewage treatment plant operated by the OCWA in Palmerston, Ontario found that the facility was discharging total ammonium nitrogen at levels exceeding that permitted by its certificate of approval (C of A). A subsequent investigation showed that the exceedance continued in 2002. Under section 107(3) of the Ontario Water Resources Act, the OCWA was fined $20,000 for the 2001 offence and $30,000 for the 2002 offence.
